This month, Poland will go to the polls early to decide on a new president, with Bronislaw Komorowski favored to win over Jaroslaw Kaczynski, twin brother of the deceased president. Rynek 9&10
This is a unique opportunity to purchase two adjacent and inter-connected buildings (kamienice) located on the historic central square (Stary Rynek) in the city of Bielsko-Biała, a thriving regional centre of approximately 200 000 inhabitants in southern Poland.
Both are late nineteenth century classical historical buildings. The Properties currently have a total floor area of 1,751m2 spread over four floors as well as a 297m2 basement, with a lot of scope for future development to increase these figures substantially. In addition, the Properties have some parking space in the courtyard. The buildings are completely free of tenants – this is of particular significance, as in many such buildings in the centre of Polish cities, protected or ‘sitting’ tenants are common, and are a significant hinderance to development and financing options for owners.
The building located at Rynek 9 has a ground, first and second floor. It is a three wing “U” shaped building, with its front wing (visible in the photograph) facing the main central square and its side and back wings forming a courtyard in the backyard. There is also a partially constructed basement in the building. Entrance to the rear courtyard is through the main gates of Rynek 9 that provides vehicle access to both of the buildings in Rynek 9 and 10, in addition to parking for approximately 8 to 10 cars.
The building located at Rynek 10 has a ground, first, second and third floor. It is a rectangular shaped building, with its shorter side and main entrance facing the main market square, and an annex in the back. There is also a basement under the front part of the building. The buildings are internally connected making them effectively one building and are located on a total plot size of approximately 1,013m2.
Future development possibilities for the building, consistent with the spatial plan for the city of Bielsko-Biala and the revitalization plan for the old market square area, include the following:
- Extension of the basement (between 350-700m2 of extra space)
- Conversion of the loft including raising of the roof of Rynek 10 to match the height of the roof of Rynek 9 (approximately 450m2 extra space)
- The covering of the courtyard area, potentially for a restaurant type space (250m2 extra space).
In addition, the city of Bielsko-Biala wishes to sell the building at the rear of the properties on ul. Pankiewicza. This building, with a usable space of approximately 600m2, logically forms part of the Rynek 9&10 complex, as it faces the courtyard of the buildings for sale, and has poor access from ul. Pankiewicza. As this building has limited appeal due to its location, the sales price via auction (tender process) is low at approximately 400 000 PLN, and the city council would prefer it formed a part of the future development of Rynek 9&10.
The authorities in Bielsko-Biala are very open and eager to facilitate the development of these buildings, and various uses are possible. A mixed-use development may take in ground floor retail, a restaurant/pub in the basement, office spaces and apartments. A hotel development is also feasible, as are public use options which may qualify for funding assistance from the European Union.
Rynek 9&10 are not individually entered on the list of conservator protected buildings in Bielsko-Biala, though they are part of the protected 'old town' zone targeted by a revitalization plan in the city, which is transforming this once neglected historical area into an important tourist, recreation, retail and business part of the city.
The buildings are in an adequate state of repair, having last been used as an office complex as recently as mid-2008, though do require renovations. They represented the largest buildings/landholding on the Rynek in Bielsko-Biala.
The offer price is 2.95m PLN.
